欧盟委员会2005年5月24日要求欧盟25个成员国加快广播电视发射的数字化进程，力争在2012年以前结束模拟制式发射，实现欧盟广播电视发射完全数字化。欧盟负责信息社会和媒体的委员雷丁表示，数字化广播电视不但能够为受众提供更加清晰的声音和图像，而且由于数字化发射所使用的电磁波频段范围仅为模拟制式的三分之一或者一半，推广数字化可节省出大量频段资源用于移动电话或其他无线服务。
