基于主基二元法的公立医院绩效考核体系设计

本文以公立二甲综合性医院LH医院为例，把关键绩效指标引入医院绩效考核，阐述LH医院绩效考核的执行过程。通过主基二元法和核心岗位绩效考核模型的运用，论证基于主基二元法的KPI绩效考核模型的科学性、合理性和可执行性，为事业单位绩效考核工作提供新路径。

预算评价是事业单位加强和改进预算绩效管理的重要环节，是事业单位实现治理现代化的重要抓手，它承担着优化资源配置、控制成本的重要职能。预算绩效评价是预算管理的重要载体，其水平是衡量事业单位管理科学化的重要指标。本文结合我国事业单位预算评价难点，从绩效视角提出了改进我国事业单位预算评价的政策建议，期望能对我国事业单位加强预算管理提供重要支撑。
