战略性新兴产业高端科技人才短缺制约了众多中小城市的发展,集聚战略性新兴产业高端科技人才获取发展动力刻不容缓。基于当前中小城市集聚战略性新兴产业高端科技人才的现实条件,分析了集聚战略性新兴产业高端人才具备后发优势等5种机遇,认为促进因素与制约因素并存,既要把握机遇顺势而为,又要直面困境逆势而上。据此,针对性地设计出蓝海战略等6条聚才路径,以期为中小城市各级各类组织决策提供科学依据。

本研究旨在探讨云端运算概念兴起下人力资源e化管理系统之应用效益,透过科技接受模式与资讯成功模式等观点,进行资讯品质、系统品质、服务品质、系统使用、使用者满意度、对个人影响、对组织影响等因素之企业使用者效益评估。本研究系采用个案研究法进行内容分析与探讨后获致研究结果并拟出具体结论与建议,以供策略发展与学术研究等层面之云端人力资源e化管理系统使用者与开发者作为参考。
