自2001年起各地政府按照小学就近入学、初中相对集中、优化教育资源配置的原则，纷纷制定本地区的农村中小学布局调整规划，农村中小学布局调整在全国范围内大规模地广泛展开。据统计，2004年共计减少中小学4万多所。部分地区，尤其是一些经济较为发达的农村地区通过合理调整中小学布局，集中力量改善了一批乡镇中心学校的办学条件，使合并后的中心学校实现了一定的规模效益，当地的教师队伍质量与教育教学水平也得以提高。
